PUBLIC HEARING Variance 14-002 and Minor Development Review Application 14-009: A request to construct a new residence that will observe 5-foot side yard setbacks when a 10- foot and 20-foot side yard setback is required in the Residential Single Family-4 and Rural Residential-C zones, respectively City Manager’s Recommendation: It is recommended that the City Council take public input, close the public hearing and adopt a Resolution entitled “A Resolution of the City Council of the City of Poway, California, Approving Variance 14-002 and Minor Development Review 14-009 Assessor’s Parcel Number (APN) 314-182-01.”
FY 2018 – 19 Community Development Block Grant Program City Manager’s Recommendation: It is recommended that the City Council take public input, close the public hearing and 1) authorize staff to apply for the FY 18-19 CDBG funding through the County; 2) authorize the appropriation of $150,737 to the CDBG Fund from the General Fund to fund the proposed FY 17-18 CDBG Program; 3) authorize the reallocation of $159 in CDBG funds from previous grant years to fund the proposed FY 18-19 CDBG program; and 4) authorize the City Manager to execute contracts with the County.
STAFF REPORT 4.1 Appointment of City Council Subcommittee to Assist with Selection of the firm to provide City Attorney Services City Manager’s Recommendation: It is recommended that the City Council appoint a subcommittee comprised of the Mayor and one Council Member to assist with the selection of the firm that will provide City Attorney Services beginning in January 2018.
WORKSHOP 5.1 Recommendations for Water and Sewer Rates Adjustments City Manager’s Recommendation: It is recommended that the City Council direct staff to proceed with the Prop 218 process to implement rate changes, effective in January 2018 to: 1) increase the Water Commodity (use) rate by 3.5%, and increase the fixed Water Meter Charge (service) by 5.5%; 2) retain the temporary Drought Recovery Surcharge at $0.75 per unit of water (748 gallons), with expiration planned for December 2018; and 3) increase the Sewer Commodity rate by 4.5%, and increase the fixed Sewer Service Charge by 4.75%.
