CONSENT CALENDAR (Approved By Roll Call Vote) The Consent Calendar may be enacted in one motion by the Council without discussion unless a Councilmember, a member of the public, or City staff requests that an item be removed for discussion. 1.1 Approval of Reading by Title only and Waiver of Reading in full of Ordinances on Agenda. 1.2 Ratification/Approval of Warrant Registers for the periods of August 18 through August 22, 2014, August 25 through August 29, 2014 and September 1 through September 5, 2014. 1.3 Approval of the September 2, 2014 Regular City Council Meeting Minutes. 1.4 Acceptance of the Ephemeral Tributary to Rattlesnake Creek Streambank Stabilization Project from Blue Pacific Engineering, as complete; Authorize the City Clerk to file and record the Notice of Completion; Authorize the release of the retention in the amount of $14,946.60, if unencumbered, 45 days after City Council acceptance; Release the Bond for Material and Labor in the amount of $266,918.00 and retain the Bond for Faithful Performance for a period of one year, Bid No. 13-009. 1.5 Approval of the Immediate Action Medic Program/purchase of safety gear from San Diego Police Equipment Company, waive formal bidding per Municipal Code Section 3.28.080 B, and appropriate $77,293.44 to the Law Enforcement Equipment Program for this purchase. 1.6 Approval of Funds and Acquisition of Tax Defaulted Parcel APN #320-011-09-00 on Old Pomerado Road.

City Manager's Recommendation: Take public input; close the public hearing and adopt a resolution entitled "A Resolution of the City Council of the City of Poway, California, Adopting a Mitigated Negative Declaration for Tentative Parcel Map (TPM) 13-002;" and adopt a resolution entitled "A Resolution of the City Council of the City of Poway, California, Approving Tentative Parcel Map 13-002 Assessor's Parcel Number 278-180-44."
Approval of Variance 14-003 - A request to allow solar energy panels within the required front yard setback area at 16221 Oak Creek Trail, within the Rural Residence C (RR-C) Zone. Applicant: Stellar Solar. Owners: Jay and Robyn Schram. City Manager's Recommendation: Take public input; close the public hearing and adopt a resolution entitled "A Resolution of the City Council of the City of Poway, California, Approving Variance 14-003 Assessor's Parcel Number 275- 700-71."
Approval of a resolution supporting the City of San Diego's 2015 National Pollutant Discharge Elimination System (NPDES) Modified Permit Application for the Point Lama Wastewater Treatment Plant. City Manager's Recommendation: Adopt a resolution entitled "A Resolution of the City Council of the City of Poway, California, as a Member of the Metro Wastewater JPA, Supporting the City of San Diego's 2015 National Pollutant Discharge Elimination System (NPDES) Modified Permit Application for the Point Lama Wastewater Treatment Plant."
