Item 10 - Proposed Amendment to Section 2.04.020 of the Poway Municipal Code to Increase Mayor and City Councilmember Salaries and Proposed Increase to Mayor and Councilmember Mileage and Cellphone Reimbursement Allowances
City Manager's Recommendation: Staff recommends that the City Council adopt: 1) a proposed ordinance adjusting Mayor and City Councilmember salaries, which would take effect in January 2023 following the November 2022 General Municipal Election, raising Council salaries by 5% for each of the four calendar years since the last increase, which generally keeps pace with total inflation over that same time period; and 2) a proposed resolution increasing the Mayor and Councilmembers mileage and cell phone reimbursement allowances to keep pace with costs, which would also take effect in January 2023. The City Council may modify the amount of the proposed increase(s) during the public hearing, if desired, or reject any portion thereof.

City Manager's Recommendation: It is recommended the City Council: 1) Adopt a Resolution authorizing the submission of four applications for the FY2023-24 CDBG program; 2) Authorize the appropriation of $180,344 to the CDBG Fund (F2410) from the General Fund (F1000), as a loan, to fund the proposed FY2023-24 CDBG program upon approval by the County; and 3) Authorize the City Manager to execute all necessary contracts with the County.
