City Manager's Recommendation: Adopt Ordinance No. 778.
Adoption of Ordinance No. 779 entitled, "An Ordinance to Extend Interim Urgency Ordinance No. 776 of the City of Poway, California, Adopted Pursuant to Government Code Section 65858, Establishing a Moratorium on Launching, Landing, and Operating Unmanned Aircraft Systems in the Open Space - Recreation (OS-R), Open Space - Resource Management (OS-RM), Planned Community (PC), and Rural Residential (RR-A through RR-C) Zones in the City of Poway."
Approval of an Amendment to the Master Fee Schedule to Add Annual Right-ofWay Permit and Associated Fee. City Manager's Recommendation: Take public input; close the public hearing and adopt a Resolution entitled "A Resolution of the City Council of the City of Poway, California, Amending the City's Master Fee Schedule to Include an Annual Right-of-Way Permit Fee."
Financial Policies for the General Fund Reserve and Debt Management. City Manager's Recommendation: City Council receive the draft General Fund Reserve Policy draft Debt Management Policy, and updated Financial Policy, provide direction to staff, adopt the policies as amended by Council, and adopt the Resolution for classification of General Fund reserve balances consistent with Governmental Accounting Standards Board (GASB) requirements.
