Second Reading and Adoption of Ordinance No. 777 entitled, "An Ordinance of the City of Poway, California, Adding Chapter 15.26 to the Poway Municipal Code Relating to Expedited Permitting Procedures for Small Residential Rooftop Solar Systems." City Manager's Recommendation: Adopt Ordinance No. 777.
Approval of Minor Conditional Use 15-001 : A request to place six metal storage containers at the Walmart property located at 13425 Community Road. Applicant: Art Gladue on behalf of Walmart. City Manager's Recommendation: Take public input; close the public hearing and adopt a resolution entitled "A Resolution of the City Council of the City of Poway, California, Approving Minor Conditional Use Permit 15-001 , Assessor's Parcel Numbers 317-130-42 and 317-130-66."
Approval of Conditional Use Permit 15-007: A request to modify an existing telecommunications antenna facility at 12544 Kirkham Court. Applicant: Monica Swing on behalf of Verizon Wireless. City Manager's Recommendation: Take public input; close the public hearing and adopt a resolution entitled "A Resolution of the City Council of the City of Poway, California, Approving Conditional Use Permit 15-007, Assessor's Parcel Number 317-225-04."
Property Assessed Clean Energy (PACE) Programs Update. City Manager's Recommendation: To receive and file the report and provide direction to staff regarding consideration of three additional PACE Programs to operate within the City.
Ordinance Adding Chapter 8.96 to the Poway Municipal Code; Water Allocation Ordinance. City Manager's Recommendation: 1) Introduce and conduct first reading of an Ordinance adding Chapter 8.96 to the Poway Municipal Code, to establish a water allocation ordinance, and schedule the second reading by title only for the October 6, 2015 City Council meeting; and, 2) Direct staff to return with a City Council resolution establishing allocation parameters, including: a. Base level usage b. Water allocation(s) c. Administrative fine and penalty amount(s) d. A fee for water allocation variance applications e. Any other actions Council deems appropriate; and, 3) Direct staff to return with a City Council resolution removing certain watering restrictions for those customers meeting their water allocation.
Consideration of the League of California Cities Request to Urge the State to Provide Sustainable Funding for State and Local Transportation Infrastructure and to Join the "Fix Our Roads Coalition." City Manager's Recommendation: To consider the League's Request and if in support: 1) Adopt a Resolution urging the state to provide new sustainable funding for state and local transportation infrastructure; and 2) Join the "Fix Our Roads Coalition."
