Written Arguments; and Provide for Filing of Rebuttal Arguments

General Municipal Election to obtain voter approval of the Project; to authorize Councilmembers
to file, and to establish priorities for filing written arguments; to direct the City Attorney to
prepare an impartial analysis; to approve the filing of rebuttal arguments; and authorize the use
of appropriated funds for this expenditure already included in the FY 2020-21 Budget for the
