Item 17 - Adopt a Resolution to Implement the Water Use Restrictive Actions of a Water Shortage Level 2
City Manager's Recommendation: It is recommended the City Council adopt the Resolution
implementing the mandatory water use restriction actions identified within its Water Shortage
Contingency Plan Level 2; and authorize the City Manager to take other actions as appropriate.

Item 18 - Support of Community Assistance, Recovery and Empowerment (CARE) Court Legislation
Recommendation: It is recommended the City Council concur to support the CARE Court
legislation through approval of the attached resolution. The legislation as presented will help
provide critical tools and a new approach to stabilize people with hardest-to-treat behavioral
health conditions.
