10. Appeal (APL) 22-001 - An Appeal of the Approval for Minor Development Review Application 21-
023, a Single-Family Residence to be used as a Residential Care Facility (Sharp Mountainview
Hospice), located at 16752 Espola Road
City Manager's Recommendation: It is recommended the City Council deny the appeal,
upholding the approval of MDRA 21-023, pursuant to the Resolution. Should the City Council
instead decide to grant the appeal, in whole or in part, staff will return at a future date with a new
resolution with revised findings in accordance with the City Council's decision.
