PUBLIC HEARING Variance (VAR) 16-001: A Request to Allow a Wall to Exceed the 6-foot Height Limit on the Property Located at 13060 Welton Lane. City Manager's Recommendation: Take public input; close the public hearing and adopt a Resolution entitled "A Resolution of the City Council of the City of Poway, California, Approving Variance 16-001 Assessor's Parcel Number 323-270-06."
Environmental Assessment; Disposition, Development and Loan Agreement; Tentative Tract Map 15-003; and Development Review 15-006 for the Habitat for Humanity Project. City Manager's Recommendation: Take public input; close the public hearing and continue the item to May 3, 2016.
STAFF REPORT Resolution Finding and Declaring the Existence of an Emergency Within the City of Poway Due to a Damaged Stormdrain Pipe Under Pomerado Road at Twin Peaks Road and Suspending the Notice and Bidding Requirements in Connection with the Required Repair. City Manager's Recommendation: It is recommended that the City Council: 1) Accept this report acknowledging the need for the initial emergency contract; 2) Approve the attached Resolution entitled "A Resolution of the City Council of the City of Poway, California, Approving Waiver of the Formal Bid Process for Emergency Repair of a Damaged Stormdrain Pipe".
City Council Compensation Plan City Manager's Recommendation: 1) Conduct first reading of an Ordinance entitled "An Ordinance of the City Council of the City of Poway, California, Amending Section 2.04.020 of the Poway Municipal Code to Increase Council Compensation;" and 2) Adopt a Resolution entitled "A Resolution of the City Council of the City of Poway, California, Establishing City Council Compensation Guidelines".
Staffing Plan for Safety Services Management Team City Manager's Recommendation: It is recommended that the City Council: 1) Add the classification of Deputy Fire Chief to the Management/Confidential Salary & Benefit Plan at salary range 84.5, with a maximum annual salary of $140,688 (salary position, not eligible for overtime); 2) Add one Deputy Fire Chief position to Division 0502; 3) Ratify the reclassification of the incumbent Fire Division Chief to Deputy Fire Chief; 4) Add the classification of Fire Battalion Chief to the Management/Confidential Salary & Benefit Plan at salary range 78.5, with a maximum annual salary of $118,332 (not including overtime at a straight-time rate); 5) Add three Fire Battalion Chief positions to Division 0501; and 6) Eliminate the three Fire Division Chief positions in assigned Divisions.
