Introduction of Ordinances Amending Title 17 of the Poway Municipal Code, Prohibiting Medical Marijuana Cultivation, Delivery, Manufacturing and Storage in All Zones within the City of Poway and Amending Title 9 of the Poway Municipal Code, Prohibiting Mobile Marijuana Dispensaries within the City of Poway. City Manager's Recommendation: Take public input; close the public hearing and introduce and conduct first reading of an Ordinance entitled "An Ordinance of the City of Poway, California, Amending Title 17 of the Poway Municipal Code, Prohibiting Medical Marijuana Cultivation, Delivery, Manufacturing, and Storage in All Zones within the City of Poway." And, an Ordinance entitled "An Ordinance of the City of Poway, California, Adding a New Chapter 9.32 to Title 9 of the Poway Municipal Code, Prohibiting Mobile Marijuana Dispensaries within the City of Poway." Schedule Adoption of Both Ordinances for January 28, 2016.
STAFF REPORT Final Schematic Design for the Mickey Cafagna Community Center at Community Park. City Manager's Recommendation: Accept the final schematic design for the Mickey Cafagna Community Center as illustrated in Attachments A and B; Transfer $1 .8 million from Capital Facilities Reinvestment (1561A) to project Mickey Cafagna Community Center (15028) to pay for final design and construction documents; and, Authorize staff to prepare a Request for Proposals for consultant services for the final design and construction documents.
4.2 Resolution to Suspend a Portion of the Schedule of Water and Sewer Rates and Charges Effective January 1, 2016. City Manager's Recommendation: Adopt a Resolution entitled "A Resolution of the City Council of the City of Poway, California, Suspending Certain Charges Established by the Schedule of Water Service Charges and Rates Per Section 13.11 .120 of the Poway Municipal Code.
